To meet the demands of industry standards, Cloutier’s Machine Shop is certified by the Canadian Welding Bureau to ensure that proper welding procedures and practices are employed for the fusion welding of steel and aluminum structures, including base plates, building structures, bridge structures, heavy equipment, machinery, etc. Additionally, Cloutier’s Machine Shop is authorized by the Technical Standards and Safety Authority for the fabrication and repair of pressure vessels.


Cloutier’s Machine Shop was one of the first companies in Northeastern Ontario to adopt and implement ISO 9001 standards to its manufacturing process. It has retained active registration through ANAB certified registrars since the late 1990s.

CWB Certified to CSA W47 & 47.2

Cloutier’s Machine Shop is certified by the Canadian Welding Bureau to fabricate various products out of carbon steel, stainless steel and aluminum, and have held this certification since 1987. Typically, these products include structural, general manufacturing, and or non-pressure related applications including:

  • Fabrication of Structural Steel
  • Steel Stairs and Handrails
  • Conveyor Galleries
  • Fabrication of Platework (ie: Chute Work & Wear Liners)
  • Fabrication of Pump Boxes
  • Fabrication of Tanks & Bins
  • Shop Repair Work

Certification to the CWB standard helps to ensure that products fabricated by a welding shop meet a standard level of quality. CWB certification is subject to annual audits of the quality system, the companies’ welding procedures and the qualifications of welding personnel. All welding designs, procedures and practices are reviewed by a retained engineer.

Our CWB welding capabilities include Flux Cored (FCAW), Metal Cored (MCAW), Gas Metal (GMAW), Shielded Metal (SMAW) and Gas Tungsten (GTAW) arc welding techniques. Our cutting capabilities include plasma arc, oxy fuel, and carbon arc air.

Cloutier’s Machine Shop is certified by the CWB to CSA Standard W47.1-1992 for the fusion welding of steel and W47.2M1987 for the fusion welding of aluminum.

TSSA Authorizations

In Ontario, the TSSA administers and authorizes regulated work scopes that require ASME certification. Equivalent certifying bodies for similar work includes ABSA, and TSASK (Saskatchewan).

ASME Certified for Pressure Welding of Piping Systems, Boilers and Pressure Vessels

This scope of work includes equipment that produces and distributes hot water, steam, compressed air, and other compressed liquids and gasses used in commerce and industry.

Certification to various ASME “B” codes is required to perform work under each respective ASME section, which also specifies the welding and testing/inspection. Cloutier’s Machine Shop is currently authorized to perform the following:

ASME B31.1 Power Piping

This includes piping typically found in electric power generating stations, industrial and institutional plants, geothermal heating systems, and central and district heating systems. ASME B31.1 is intended to apply to:

  • Metallic and non-metallic piping
  • All pressures
  • All temperatures greater than -29°C (-20°C)

ASME B31.3 Process Piping

This includes piping typically found in process facilities such as petroleum refineries, chemical, pharmaceutical, textile, paper, semiconductor, cryogenic, and related processing plants or terminals. ASME B31.3 is intended to apply to:

  • Piping for all fluid services
  • Metallic and non-metallic piping
  • All pressures
  • All temperatures

ASME BPV Section VIII Division 1 & CSA Standard B51 – Boiler, Pressure Vessel and Pressure Piping Code

Authorization under this code authorizes the fabrication, alteration and repair of boiler pressure vessels, piping, and Category A, B, & H type fittings at Cloutier’s Machine Shop or at field sites under their control in accordance with CSA Standard B51.
